This article describes the steps for submitting MIPS measure data and improvement activities to CMS. The submission process includes an attestation that you authorize the ACR to submit data to CMS for yourself or on behalf of a participating clinician.


Note: Facility Administrators may attest on behalf of physicians. Individual reporters must submit signed documentation that the ACR is authorized to submit data for their TIN. The attestation template is available here.


Follow the bulleted process below to select and submit MIPS measures and activities to CMS:


Step 1: Navigate to the CMS Submission Tab in the MIPS Participation Portal


Log in to the NRDR Portal home page


Note: If you can access multiple facilities, be sure to select which facility you will report for by choosing it from the picklist after logging in to NRDR.



Under the Quality Improvement Registries menu heading, select MIPS Participation Portal to access the MIPS landing page.




On the MIPS landing page, click the Data Collection and Reports menu item to access the MIPS portal and access the CMS Submission tab in the upper right corner.



Step 2: Complete the Submission Process

Upon selecting the CMS Submission Tab, select the current Reporting Year and click Refresh Data at the top of the page to retrieve the latest data.


Click GPRO/Non-GPRO Management to expand the section and display each TIN associated with your current facility. Use this section to choose whether to submit data for a TIN as a group, using the Group Practice Reporting Option (GPRO), or to submit individual clinician results (Non GPRO). Your choice applies to all quality measures, improvement activities, and Promoting Interoperability (PI) measures for a given TIN. For example, for a single TIN, you cannot choose to report quality measures as a group and report PI measures individually.MIPS Portal - CMS Submission - GPRO Selection


Note: If the GPRO/Non GPRO selections appear greyed out one or more performance categories (Quality, IA, PI) have already been finalized for at least one physician. Undo finalization for all categories before you change a GPRO selection.


Click and expand the Attestation section, review the attestation statement, enter your e-mail address, and click I attest. Attestation formally authorizes the ACR to submit data to CMS on your behalf and should be completed by March 21, 2018. If you're attesting on behalf of individual NPIs, CMS requires that you provide signed consent from each physician. Groups do not need to submit documentation.

The ACR cannot submit your data to CMS without attestation.


Select measures and activities to report to CMS, starting with quality measures. See Select Quality Measures and Select Improvement Activities and PI Measures for details.


Once you have attested that the ACR may submit data to CMS and provided the required documentation (if necessary), your selected measures and activities may be submitted directly to CMS. If you need to make changes, follow the steps described in Select Quality Measures and Select Improvement Activities and PI Measures.


Do not wait until the last minute! All measures and activities must be submitted to CMS no later than March 31, 2018. The ACR recommends you submit by March 21.
